Public Management and Policy Analysis Program (PMPP)
Two MA Tracks in Public Management and Public Policy with Analytical and Managerial Training
The Public Management and Policy Analysis Program (PMPP) offers two-year master degrees: MA in Public Management (PM) and MA in Public Policy (PP). Students are required to complete coursework (at least 40 credits) and write either a thesis or research report on a wide range of managerial or policy issues.
The PMPP provides students with knowledge and skills that are necessary to be good managers in public and non-profit organizations. Basic courses include Introduction fo Policy Analysis, Public Policy Process, Statistical Methods, Econometrics, and Microeconomics I. The PM additionally requires Managing Public Organizations, Public Administration, and Public Finance and Budgeting to learn better ways to improve public service delivery, while students in the PP track must take Cost Benefit Analysis, Introduction to Policy Modeling, and Policy Evaluation to understand policy making and implementation.
Interdisciplinary Nature
PMPP encourages interdisciplinary learning to equip our students with theoretical, analytic, and problem-solving skills and experiences on the issues of public policy and administration. PMPP collaborates with IDP, IRP, and MBA program to expose students with diverse social science perspectives.
Empirical and Quantitative Approach
PMPP has emphasized mathematics, statistics, econometrics, policy modeling, and other quantitative methods to analyze empirical data. This approach helps students identify and solve various managerial and policy problems in the public and nonprofit sector.
Multicultural Diversity
The majority of PMPP students are government employees who come from approximately fifty countries across the globe. Students have opportunities to exchange experiences and develop new ideas because they encounter similar management and policy problems in different institutional settings.

PMPP is a global graduate program for future leaders in the public sector and ranked at No.5 in Asia by the Eduniversal Best Master Ranking 2025.
We have three distinctive features. First, we put emphasis on evidence-based approaches toward public organization management, policymaking, and policy implementation. Tackling today’s complex public problems begins with asking the right questions, dissecting the problem, and gathering relevant data and analyzing it. While no single dataset or method offers a complete solution, students learn to use evidence as a powerful tool in a broader decision-making process. From policy design to implementation, our courses are designed to develop students’ capacity to take context-aware, data-informed approaches to public sector challenges. Second, PMPP enables students to take interdisciplinary approaches to public management and policy, as today’s public sector demands flexible, cross-cutting solutions. Lastly, our greatest strength lies in the unique and diverse community. The majority of our students are public officials from all over the world, bringing invaluable insights from their home countries. This diversity fosters a dynamic learning environment and a truly international professional network.
