He received his doctoral degree in public policy, a joint degree program of the School of Public and Environmental Affairs (SPEA) and the Department of Political Science, from Indiana University at Bloomington in 2007 after studying public policy, political theory and method in Political Science, and public management in SPEA. Before coming to Indiana, he earned his B.A. and M.A. degrees in public administration from Korea University, Seoul, Korea, in 1991 and 1993, respectively. See his curricula vita in the PDF format.

His research interests include

Before joining IUJ in 2010, he had been a statistical software analyst and programmer of the Center for Statistical and Mathematical Computing, Research Technologies, University Information Technology Services (UITS), Indiana University, and provided consulting services on statistical and econometric data analysis to faculty, staff, and students.

He is currently serving as an editor of Minimalist Public Administration, a monthly Webzine, which is to study Lee Moon Young's minimalist public administration, nonviolence, democracy, and cooperative governance.
