COVID-19 Policy from May 8, 2023

From May 8th, 2023 Japan has moved its COVID-19 status from Level 2 to Level 5.
As a consequence, all IUJ operations has turned to normal.
At your own discretion, please take appropriate precautionary measures to prevent infectious diseases (including seasonal influenza), such as disinfection and wearing of masks, when you feel it necessary.

As Spring Term 2023 starts at IUJ, campus is following the government of Japan’s guidelines on mask wearing. While still recommended in closed area like the IUJ Bus, wearing a mask is now at the discretion of the individual. Hand sanitizer stations are still readily available and normal self-care precautions are advised.

On Saturday, May 28, 2022, IUJ hosted the International Festival in collaboration with Minamiuonuma City at the IUJ campus. We would like to thank everyone for their cooperation to make the event a success.

In light of the successful implementation of the festival and the current level of infection according to Guidelines for IUJ’s Activities to Prevent Novel Coronavirus Infections (level 1), IUJ has relaxed the restrictions for visitors to enter campus as follows:

Cafeteria and School Shop: No reception is required to use only these facilities.

Library: Please come to the library counter on the 2nd floor after entering the campus to register.

Other facilities (e.g., gymnasium) may not be used or entered by the general public unless accompanied by an IUJ campus resident. If you wish to use them jointly with IUJ members or participate in an on-campus event, please register your participation through IUJ members in advance.

In addition, those visiting us for business or have an appointment with IUJ members are asked to check in at the Office of General Affairs (near the main entrance).

As a university open to the community, we will respond to the situation with the perspective toward post-COVID-19. We appreciate your understanding and cooperation.

We will update through this webpage if there are any changes to this policy due to the status of infectious diseases, etc.

Dear New Enrollees of September 2022,

Greetings from the IUJ campus, where cherry trees are in full bloom.

Our life in Japan is gradually returning to normal. Japan’s border controls for Student Visa holders have been relaxed and we expect that all of you will be able to arrive in IUJ in time for the new academic year (September 2022 arrival).

Under the current situation and expectation, IUJ plans to offer all fall term course Face-to-Face in the classroom. IUJ emphasizes the value of F2F education in creating an interactive and engaging atmosphere in the classroom and we hope all of you will be a part of it.

We will, however, offer classes online if some of you are unable to arrive in Japan in time for the Fall term due to COVID-19 preventions measures imposed by the Japanese government or the government of your country, etc. which are beyond your control. Please make every effort to arrive in time for September orientation, which is planned to start on September 19.

Please note the above policy is subject to change depending on the circumstances. Any changes will be announced immediately after the decision is made. Rest assured, IUJ will continuously provide you with learning opportunities as long as you are our student.

Update and measures against COVID-19 Outbreak on Campus

April 11, 2022

Dear IUJ Students, Faculty and Staff

We would like to inform you of the current status and measures against COVID-19 on campus.

From last week until yesterday, a total of 4 people tested positive for COVID=19 (found on: 4/7, 4/9, 4/10; initial symptoms: 4/4, 4/7 – 4/9).

All of their close contacts have been identified and are safely isolated in their own rooms. Including those who have already completed it, the quarantine period will end on April 12 for most of them (excluding those who have tested positive).

In view of the above, we believe that the risk of the spread of infection on campus is under control, and the following measures will be taken.

Measures: The temporary measures issued on April 7 will be lifted on April 12, and the following measures will be reinstated.

Classes: Classes will be conducted in the manners as scheduled for the spring term (including F2F). (Separate measures will be taken for students in quarantine)

Gymnasium and training room: Available for use
IUJ buses: Normal service (including GYOMU-super and AEON on weekends)
Parties, gatherings, etc.: Can be held under existing rules (30 people, up to 3 hours, until 11pm).

However, please fully observe basic preventative measures against inspection, including WEARING MASKS. In addition, outside guests are not to enter campus for gatherings or sports. Any guests should have an appointment schedule at the General Affairs office and check in before entering campus.

Wearing Masks ALWAYS,
Washing hands and disinfecting your hands and finger nails
Social distancing regularly and avoiding the 3Cs (closed spaces with poor ventilation, crowded places and close contact settings)

Outbreak On Campus (April 7, 2022)

We write to inform you all that one student (resident in a dormitory) has tested positive for COVID 19 n April 7.

Therefore, from today (April 7), the following measures will be implemented for the time being (until we confirm those who were in close contact with the patient are found to test negative via a PCR test).

Measures:
– All classes will be conducted online.
– Please avoid contact with other students and residents of the dormitory as much as possible, and avoid using the lounge and common kitchen as much as possible.
– The following are suspended until further notice
– Use of the gym
– Parties, etc.

In addition, your cooperation for daily preventative measures against COVID-19 is appreciated: masks, 3Cs, extra care in the kitchens and at meals.

We will keep everyone informed as best we can. We appreciate everyone helping with privacy issues, and remembering that anyone of us can come down with COVID at any time.

A COVID-19 infection cases on campus (January 17, 2022, updated January 20, 2022)

(These cases were contained by the end of January without any further spread of the infection.)

This is an update on the current COVID cases at IUJ and developments since January 13.

As was reported, a student tested positive on January 13 and has been isolated in the dorm room since. A Close Contact investigation followed, and 3 have been tested positive among 15 persons and a second round Close Contact tracing immediately followed. Of this group 2 among 14 were inconclusive but others are all tested negative.

On January 19, one of them was found positive, but no person was found to have had “close contacts” with them. In addition, on January 20, new one was found positive in a PCR test, and one was found to have had “close contacts” with them. We have 6 tested positive.

The 6 who have tested positive for COVID are all doing fine – two have never had any symptoms. All of them will quarantine until the health officials give their OK to be done. Those who have had close contacts with them, even though they tested negative, are also asked by the Health officials to remain in isolation.

We have been conducting Antigen tests to all IUJ community members as one of the measures to prevent the spread of infection on campus.

Your full understanding would be appreciated regarding respect for human rights and protection of personal information of the student as well as our measures against the COVID-19.

A COVID-19 infection case is found on campus (January 13, 2022)

One student* (resident in a dormitory) has tested positive for COVID 19.
Therefore, from today, all classes are switched to online for the time being (until we confirm those who were in close contact with the patient are found to test negative via a PCR test).

The route of infection is under investigation, and the Health Care Center (HOKENJO) is conducting contact tracing beginning from 3 days prior to the onset date of illness (January 10).

The University will take all possible measures to prevent the spread of infection on campus based on the COVID-19 response manual, and will continue to cooperate with HOKENJO to take appropriate measures.

We are hoping that the student will recover from the disease soon, and asking for your full understanding and consideration regarding respect for human rights and protection of personal information of the student.

Report of COVID-19 infections on campus

Since discovering the first case of COVID-19 infection on campus at the International University of Japan (IUJ) on August 9, we have conducted a total of 50 PCR tests for those who had contact with the infected including those outside the university, and a total of 7 people tested positive as a result.

At this time, all of these 7 people have recovered and their activity restrictions have been lifted by the Health Service officials.

In addition to the PCR test, IUJ conducted antigen rapids tests on all the students, faculty, staff, and relevant vendors on campus since August 16. As of August 26, a total of 181 people have gone through the antigen testing and all have tested negative. Those who are not on campus during the summer vacation will be asked to take the test when they return to campus.

Having examined the above situation carefully, we believe that the outbreak of COVID-19 infections on campus has ended. We will continue taking various measures to prevent any further outbreak.

We apologize for any inconvenience this may have caused. We would really appreciate your continued cooperation and understanding of our activities.

As a preventative measure against COVID-19 infection and spread, we have prohibited entry to campus by the general public – people other than the IUJ community members as or essential vendors/contractors since March 2020. However, we found out some people who had close contact with an infected person had entered the campus without notifying us and as guests of campus residents.

Fortunately, the results of the PCR tests for them were negative, but this could have led to the spread of the infection throughout the region. If anyone other than the IUJ community needs to enter the campus, please notify the IUJ administration office beforehand and obtain permission.

2 new cases of COVID-19 infections found on campus (4th announcement, August 16, 2021)

2 students have been newly confirmed positive for COVID-19 since August 13 (7 cases in total). These students are considered to have had close contacts with the students from the 1^st or 2^nd cases. No one has been newly identified at risk so far, and we have not received any consultation of new cases for symptoms such as fever during this weekend.

The University will take all possible measures to prevent the spread of infection on campus based on the COVID-19 response manual, and will continue to cooperate with the Hokenjo health services to take appropriate measures. Please be advised that we just started antigen testing today for all the campus community members including students in the dormitory.

We are hoping that the students will recover from the disease soon, and asking for your full understanding and consideration regarding respect for human rights and protection of personal information of the students.

Cases of COVID-19 infection are found on campus (3rd announcement, August 13, 2021)

From August 10th to 12th, a total of 5 students in our university tested positive for COVID-19. The first student confirmed on August 10th had a history of staying outside the prefecture just before the test. The second to fifth cases had had close contacts with the first student. The first student is currently undergoing treatment in a hospital, and the remaining four are staying in their own room in the dormitory.

We are collaborating with the Hokenjo health services to conduct contact and movement history surveys, identify those who have had close contact with the infected persons, and carry out PCR tests. As the number of those who have had close contact is increasing, there is a possibility that the number of cases testing positive may increase. Fortunately, all the close contacts who took PCR tests so far tested negative.

IUJ is currently in the summer vacation period and there are no graduate courses offered. In the dormitories on campus are a total of 140 students, who are taking summer English courses or international students remaining in Japan due to the worldwide re-expansion of COVID-19.

We take it seriously that the outbreak of COVID infection occurred among students in the dormitory as our residential campus with dormitories is one of the focal points of our education system.

Now all classes for Summer English courses have been switched to online, and students are taking classes from their own rooms. We have been asking students to avoid using shared areas such as kitchens in the dormitory and to avoid contacting with other students as much as possible.

In addition to the measures we have taken so far, we have begun preparations for antigen testing next week for the campus community members including students, faculty and staff so that they can stay in the dormitory and work on campus with peace of mind and continue taking summer courses.

It is our great regret that multiple cases of infection have occurred this time. We are determined to strengthen our efforts to educate all members in the university and will take thorough actions to prevent future infections.

We are very sorry for your worries on this issue.

2^nd case of COVID-19 infection is found on campus (August 11, 2021)

A 2^nd COVID case of a student has been confirmed. This student had close contact with the student from the 1^st case.

Immediately after discovering the first case yesterday, we disclosed the situation and implemented emergency measures on campus. We further took preventative measures such as switching all summer classes to online.

A COVID-19 infection case is found on campus (August 10, 2021)

It has been discovered that one student has been tested positive for COVID-19.

According to the Hokenjo Health service, the onset date of disease is August 6, and the route of infection is under investigation.

Announcement on the 2022 Fall Term Classes

Dear IUJ Students, Faculty and Staff,

Our life is gradually returning to normal although there are still many people newly infected with COVID-19 each day. With Japan relaxing its border control measure, it is good to see many students steadily arriving on campus and our IUJ campus regaining its active atmosphere as spring arrives.

Although we will have to be cautious with COVID19 for the time being, the various restrictions (on travel, meetings, use of facilities, etc.) are expected to be lifted gradually in the weeks ahead.

Under the current social situation and expectation, IUJ plans to offer all courses in the classroom from 2022 fall term. IUJ emphasizes the value of F2F education in creating an interactive and engaging atmosphere in the classroom – our living textbooks.

However, of course, we may have to continue offering the classes online for 1^st year students who have tried but will be unable to arrive in Japan in time for the Fall term due to issues specifically related to the pandemic. Therefore, we would like to request faculty members, especially those who will teach 1st year students to prepare for hybrid classes. Class of 2023 students should prepare to be in-class from next fall.

COVID-19: Update on State of Emergency

Dear IUJ students, IEP students and all Residents of IUJ dorm,

With regard to COVID-19 infection, the Government has decided to newly designate the following areas as “Quasi-Emergency” Areas from August 8 to August 31 in response to the increase in the number of prefectures that have marked the highest numbers of infections.

Fukushima, Ibaraki, Tochigi, Gunma, Shizuoka, Aichi, Shiga, Kumamoto

We would like to ask you to follow IUJ policy regarding travel between these areas as follows. The policy also applies to those graduated students who are allowed by the University to stay in the dormitory. Those students/graduates living off campus, and who plan to come to campus are included as well.

State of Emergency: August 2 – August 31

Tokyo and Okinawa, Saitama, Chiba, Kanagawa and Osaka

“Quasi-Emergency” Areas

(Continue) August 2 – August 31: Hokkaido, Ishikawa, Kyoto, Hyogo and Fukuoka

(New) August 8 – August 31: Fukushima, Ibaraki, Tochigi, Gunma, Shizuoka, Aichi, Shiga, Kumamoto

State of Emergency: Travel between the area and the IUJ campus is prohibited unless you have special extenuating circumstances, and receive permission

If you need to make a trip to or from these prefectures, please consult, at least 3 days before the trip, to the Office of Student Services by email explaining the special circumstances and receive guidance as to arrangements after your trip including 1-week self quarantine listed below.

1) Please do not use the IUJ gym – 1st or 2nd floors

2) Please do not cook or eat in the IUJ dorm kitchens, or the BBQ site

3) Please feel free to use the Shokudo, Baiten and outside space maintaining social distancing. of facility use).

If you fail to consult with the OSS, and are found to have gone to the above areas during the state of emergency, a yellow card will be issued.

Quasi-Emergency” areas: If you go to these areas, please make a day trip – avoid staying overnight.　If you stay overnight, please refrain from going out into the city at night.

If you go there, fill in the Temporary Away form and submit to the OSS without fail.

If you visit these areas and come back to IUJ, please observe 1-week self quarantine listed above.

If you fail to submit a Temporary Away form at the OSS, and are found to have gone to these areas during the quasi state of emergency, a yellow card will be issued.

Recently the number of reported cases of COVID-19 infection is remarkably increasing on a nationwide-basis and Niigata prefecture has marked the highest number of infections this week. Please carefully continue taking the basic preventive measures listed below.

temperature check every morning, and
avoidance of 3 Cs: avoid closed spaces with poor ventilation, crowded places with many people nearby, and close-contact settings such as close-range conversations with others – social distancing.

Dear all students, faculty and staff members

About the 2021 Graduation Ceremony

We are happy to confirm that we are able to hold the 2021 Graduation Ceremony. However, we need to make some safety modifications in order to prevent any possible spread of the coronavirus, while still celebrating our graduates.

Date: June 26, 2021 (Saturday)

Venue: Minamiuonuma Shimin Kaikan

Graduates will enter the Hall and be seated with the sufficient space between them in line with the policies of the event hall. Only those graduating, their family members, their faculty and essential staff members will enter the Hall. No guests will be invited including those affiliated with IUJ, 1^st year students and local people. Other students will be able to watch the live stream in your own rooms/apartments, etc.

In addition, the Celebration Reception will not be held this time.

All graduates, family members, faculty and staff members are requested to take preventative measures such as wearing a mask, prior hand washing, temperature measurement, and alcohol disinfection when entering the Hall on that day.

We will inform you of more details as soon as possible.

The 2021 Graduation Ceremony will be held after the scheduled removal date of the declaration of the emergency, but we are still in a situation where we cannot let our guard down. We appreciate everyone’s understanding and cooperation.

Update on Local Situation and State of Emergency over the COVID-19 outbreak

Dear IUJ students,

This mail is about the following 3 topics.

1. Rapid increase of reported cases of infection in neighboring areas

The number of infected people is rapidly increasing in neighboring areas such as Tokamachi, Uonuma, Minami Uonuma and Nagaoka cities.

Infection cases have been confirmed at lunch at workplace and at outdoor barbecues, therefore Niigata prefectural government has called for wearing of masks when not eating.

In IUJ various on-campus events are planned toward the end of the spring term and the graduation ceremony. Please take thorough preventative measures against infection, at events involving eating and drinking, such as wearing masks when not eating and keeping a social distance.

In addition, when you go out, including neighborhood shopping, you are asked to take careful preventative measures against infection so that everyone can stay safe on campus.

2. State of Emergency

The Japanese Government extended a state of emergency over the COVID-19 outbreak until May 31, 2021. The areas have been updated as follows.

Tokyo, Osaka, Kyoto, Hyogo, Aichi, Fukuoka and 3 additional prefectures of Hokkaido, Okayama, Hiroshima
Period: Until May 31, 2021

IUJ Policy against the emergency declaration continues as follows.

Also, please refrain from contacting other people as much as possible. And of course, wear a mask whenever out of your room, and wash your hands frequently.

COVID-19: April update to students on procedures with symptoms

Dear students

With the 3^rd State of Emergency declaration here in Japan regarding COVID, and a major increase in new strains of the virus affecting younger people which are more contagious than the original strain, I want to take this opportunity to remind you of the symptoms, and actions to take if you are experiencing any.

Please read to the end! Please SAVE for future reference

If you do experience the symptoms below, please

Return to/stay in your dorm room or off campus apartment (preferably not using the IUJ bus).
Call to the OSS during business hours (x103) or the Dorm Team in other hours (x555)
They will take down your symptoms and details on a sheet coordinated with the health officials. This includes information on recent travel and possibility of exposure. Please be honest in your replies so we can help you and the community best
The staff will contact the Health Officials for guidance
The IUJ staff will support you following the Health Official’s recommendations
If COVID is suspected or confirmed, you will either be hospitalized or asked to stay isolated in your dorm room. For food, drink and other support your Buddies will work with the OSS to be sure you are taken care of. However, no one will enter your room
If a case is confirmed on campus, there will be an announcement with guidance, and professionals will be brought in to disinfect campus. The Shokudo and dorm kitchens would most likely be closed for about 1 day.. For this reason, we do ask you all to have some emergency food rations that do not require cooking (canned goods, dry fruits, energy bars, etc). Classes would be moved to fully online for at least a few days.

Symptoms can be:

Dry cough
Shortness of breath
A temperature of 37.5 or above for more than 48 hours

Other symptoms can be

loss of taste or smell

fatigue
chills
repeated shaking with chills
muscle pain
headache
sore throat

Incubation period is 5-6 days from contact to symptoms manifesting. But it can take up to 14 days after exposure, or as few as 2 days.

Protection and Prevention

The best way to protect yourself against COVID-19 is by frequently washing your hands with soap, and disinfecting them. By doing this you eliminate viruses that may be on your hands and avoid infection that could occur by then touching your eyes, mouth, and nose.

A mask and social distancing (2 meters or more between people) are also effective in keeping your own body fluids from exposing others to any infection you may be carrying, and keeping you away from theirs if they might be carrying.

Of course, refraining from unnecessary travel is essential to avoid exposure as much as possible.

[Important Notice] Travel between Covid-19 “Quasi-Emergency” areas

Dear all students, faculty and staff members,

The COVID-19 infection is expanding over the country again and the Japanese Government has placed the following areas under “Quasi-Emergency” measures against the COVID -19.

Until May 5: Osaka prefecture (Osaka city), Hyogo prefecture (Kobe city, Nishinomiya city, Amagasaki city and Ashiya city), Kyoto prefecture (Kyoto city), Miyagi prefecture (Sendai city), Okinawa prefecture (8 cities including Naha city)
Until May 11: Tokyo (23 wards, Hachioji city, Tachikawa city, Musashino city, Fuchu city, Chofu city and Machida city))

Please carefully consider the needs and avoid travels to and from areas where the infection is reportedly spreading, including these “Quasi-Emergency” areas.

If you stay or need to travel to these areas, please refrain from unnecessarily outing, and from going out into the city at night as much as possible. When going out, please judge and act carefully according to the preventative measures demanded in the areas concerned.

For students: If you go to the above areas and Tokyo metropolitan area (as in the important notice on March 22), please make a day trip – avoid staying overnight.　If you stay overnight, please refrain from going out into the city at night.

If you go to those areas, fill in the Temporary Away form and submit to the OSS without fail.

We would like to continue our best effort to keep COVID-19 away from campus so that students and faculty on campus can continue living and studying here with peace of mind. Your continued understanding and cooperation would be highly appreciated in this unprecedented time.

To all students, faculty and staff

[Important Notice] About overseas travel

Currently the IUJ policy basically prohibits all students, faculty and staff members from traveling abroad as a preventative measure against COVID-19. Considering the current status of the pandemic, we will continue this policy (no overseas travel) through Autumn of this year (Excluding those who will return home after graduation). This means that for the summer break, continuing students will need to stay in Japan.

Concerning overseas travel risk, the Government of Japan maintains its high-risk indicators for all over the world: Level 2 (refrain from non-urgent travel) and Level 3 (travel cancellation) is set for more than 150 countries. The Japanese government cautiously lifted the emergency declaration against COVID-19 in the Tokyo Metropolitan Area of 4 prefectures (Tokyo, Saitama, Kanagawa, Chiba) on March 21

In light of the above, IUJ would like to inform you of changes in our policy including travel between the above area and restrictions for parties and gatherings as follows.

Prohibition of travel in Japan is lifted.

We have lifted all prohibition of travel in Japan.

However, overall, please refrain from non-urgent travel, going out in the cities at night or participating in events that involve eating and drinking outside the university as much as possible. Please use your judgement and act carefully if you go out or participate in events.

To students (about travel between Tokyo cosmopolitan area, parties and gatherings, and inviting guests etc.)

Travel between campus and Tokyo Metropolitan Area (Tokyo, Saitama, Kanagawa, Chiba)

Tokyo Metropolitan area still has many reported cases of COVID-19 infection and we feel the risk to you is still high. Therefore, we would like to ask you to avoid travel to the above mentioned areas as much as possible.

The Japanese government continues alerting people in the areas about the risk of infection, by asking them to refrain from going out in crowded areas, and eating/drinking establishments, and to shorten the opening hours for bars and restaurants. If you go to the above areas, please make a day trip – avoid staying overnight.

If you stay overnight, please refrain from going out into the city at night.

For students: If you go to those areas, fill in the Temporary Away form and submit to the OSS without fail.

Parties and gatherings, and inviting guests

We have decided to come back to the policy that was in place before the state of emergency as follows.

Up to 30 people, within 3 hours, before 11:00 pm

Please avoid inviting guests from outside, including alumni, to the campus. Please do not have guests from outside participated in the internal parties.

Registration is necessary at OGA when you invite guest to campus – and those visits should be for official IUJ activities.

In April and May we expect to see an increase in opportunities for events and exchanges off campus. Please make sure you take basic preventative measures (masks, hand washing, disinfection, ventilation). Please continue to wear masks whenever you leave your room.

Though the state of emergency is lifted, we would like to continue our best effort to keep COVID-19 away from campus so that students and faculty on campus can continue living and studying here with peace of mind. The number of new coronavirus-infected people is rapidly increasing mainly in Tokyo, Osaka, Aichi, and Fukuoka prefectures. Cases are also increasing in other areas nationwide. Therefore, IUJ has updated our travel guidance as follows. Your kind attention for our policy is greatly appreciated to keep our campus safe.

1. Please avoid travel between IUJ and the following areas as much as possible:

About travel to and from Tokyo and the surrounding prefectures of Chiba, Saitama, and Kanagawa

Although the declaration of emergency has been lifted and domestic movements have been gradually eased since June 19, the number of people infected with the new coronavirus is again beginning to increase, mainly in Tokyo.

Therefore, the University issues the following guidance.

Avoid travels to and from Tokyo, Chiba, Saitama and Kanagawa as much as possible.
If you go to these places, make a day trip and do not stay overnight. If you must stay overnight, please refrain from going out in the city at night (bars and pubs).
If you go to Tokyo, Chiba, Saitama and Kanagawa and come back, please avoid contact with other people as much as possible for about a week.

Dear all students,

Based on the Japanese government’s policy, movement restrictions within Japan for individuals will be removed tomorrow, June 19^th.

However, tourism will still be limited until August 1, and the government will be gradually promoting tourism in Japan while maintaining a social distance.

Also we would like to inform you that several indicators have shown that COVID-19 infection rates have risen in Tokyo since May 25, when the emergency declaration was lifted. The removal of travel restrictions does not mean that the risk of infection has disappeared.

As a result, we ask you to follow these precautions after June 19:

You must understand the worsening situation of infection and pay careful attention to travel between Tokyo and the campus.
Considering that domestic tourism is not fully promoted, you should refrain from traveling in groups of more than 5 people until August 1st.
Please continue following these basic safety measures:
- Monitor your physical health and body temperature, and refrain from travel if you are feeling ill;
- Wear a mask in public. However, to prevent heat stroke, you may remove it if you are at a safe distance from other people outdoors;
- Continue washing your hands thoroughly;
- Continue to use hand sanitizers and disinfectants;
- Proper Ventilation;
- Avoidance of 3Cs (Closed spaces with poor ventilation, Crowded places with many people nearby, and Close-contact settings such as close-range conversations with others)

The graduation ceremony will be held on next week on June 25th, and a new life is waiting for all graduating students. However, we must maintain our vigilance in this trying time and continue following safety measures to protect ourselves and our friends and family from COVID-19. About the 2020 Graduation Ceremony

Dear all students, faculty and staff members,

We are happy to confirm that we are able to hold the 2020 Graduation Ceremony. However, we need to make some safety modifications in order to prevent any possible spread of the coronavirus, while still celebrating our graduates.

Date: June 25, 2020 (Thursday)

Venue: Koidego Cultural Hall

Graduates will enter the Hall and be seated with the sufficient space between them in line with the policies of the event hall. Only those graduating, their faculty and essential staff members will enter the Hall. No guest speakers or guests will be invited including those affiliated with IUJ, family members, 1^st year students and local people. Family and other students will be able to watch the live stream in designated classrooms or in your own rooms/apartments, etc.

In addition, the Celebration Reception will not be held this time.

All graduates, faculty and staff members are requested to take preventative measures such as wearing a mask, prior hand washing, temperature measurement, and alcohol disinfection when entering the Hall on that day.

We will inform you of more details as soon as possible.

[Important Notice] The state of emergency was lifted

IUJ Crisis Management Headquarters

Dear all students, faculty and staff members,

The Japanese government cautiously lifted the emergency declaration against COVID-19 in the Tokyo metropolitan area and Hokkaido on May 25 (It had already cleared the other prefectures earlier than scheduled May 31 date). Along with this, the IUJ policy for prohibiting travel between the 13 prefectures until May 31 is also lifted.

In addition, the government intends to gradually ease restrictions on travel, restrictions on facility use, and events, etc., during a transition period from now through August 1.

Based on this, we write to inform you about IUJ’s parallel measures as follows.

Until May 31st: Please refrain from unnecessary and non-urgent travel across prefectures.
Until June 18th: Please carefully judge necessity and refrain from travel between five prefectures (Tokyo, Kanagawa, Saitama, Chiba, Hokkaido) and IUJ campus if it is unnecessary and non-urgent.
From June 19th: No travel restrictions within Japan（Restrictions for overseas travel remain）

No special notification to the university will be required to make a necessary travel.

If any signs of regional expansion or clusters of infections occur, the government will reconsider the policy. IUJ will update the IUJ community in that case.

Since the relaxation of travel restrictions is premised on the continuation of basic preventive measures, we ask that you continue such practices as hand washing, disinfection, wearing a mask, temperature measurement, ventilation and avoiding 3 Cs (closed space with poor ventilation, crowded places with many people nearby, close-contact settings).

[Important Notice] Removing restrictions of facility use according to easing of School Closure request from the Niigata Governor

Dear All IUJ students, faculty and staff members,

With the Niigata Government’s cautious relaxing of school closure guidelines, IUJ is happy to announce that starting today, May 7, we are able to go back to the pre-Golden Week situation: in-class teaching is now allowed, the library will again be open until midnight, and computer rooms and study rooms open for your use 24 hours a day. The 2nd floor gym training room also will be reopened. Taxi services for non-campus residents will resume. However, this is contingent on the entire IUJ community following the strict manners of wearing masks, sanitizing your hands, and wiping down personal space. This includes wearing masks in the dorm kitchens and in the training room. And of course in the bus, computer rooms, study rooms and library. Training room and kitchen users, please ventilate the room as much as possible, and be sure to wipe down the machines after use. Use hand disinfectant upon entry and exit of the facility.

We call upon all of you to help enforce this with reminders to your peers. If these mannerisms cannot be followed we may need to again reconsider the openings. Similarly, if the prefectural government again requests schools to close we will again readdress these services.

Also please let us inform you that the IUJ policy will be continued until May 31 concerning travel prohibition between Urasa campus and the following 13 prefectures unless you have special extenuating circumstances (prior notification and approval necessary).

In response to feedback from students, we would like to inform you that we have slightly eased facility access restrictions (as announced on April 28) during the requested period of school closure from April 30 to May 6 as follows.

Monday – Friday
Library: Open from 9:00 to 19:30
PC room: Open from 8: 30 to 19: 30
(Room124 opens until 21:10 for students taking 7th period class online)
Study room: Open from 8:30 to 19:30

Saturday – Sunday
Library: Open from 12:00 to 16:00
PC room: Open from 8: 30 to 16: 00
Study room: Open from 8:30 to 16:00
All taxis for non-campus residents will be stopped during the period.

Suspension of facility use: No change

All the Gym area facilities will be closed.

The Cafeteria, School shop (Baiten) and snack lounge: No change, open as usual.

Please note that these restrictions will be extended if the request from the governor is extended beyond May 6. We will provide an update to you at that time (on or about May 7).

Nationwide Emergency declarations have been made and all educational institutions are obliged to suspend educational activities except distance learning. Students are kept away from entering school buildings. All the schools in the community are also closed and pupils and students are asked to study at home. Exceptionally, IUJ has been providing facilities to the extent necessary for conducting and continuing distance learning. We have also made special considerations to keep daily life necessities open (food services, kitchens, lounges, bus services) due to our residential circumstances and off-campus student needs. We appreciate your understanding and cooperation.

[Important Notice] Restrictions on facility use according to a request from the Governor for School Closure

Dear All IUJ students, faculty and staff members,

According to the request from the Governor of Niigata prefecture for suspension of use of facilities including universities (school closure) from April 22 to May 6, we shifted all classes to the online format.

We were further asked to suspend the use of all facilities at the university, and all other universities in the prefecture have closed. But, IUJ explained to the authorities, that students are living on campus in university facilities, and have been allowed to continue using those facilities by doing our best to avoid the three Cs.

However, in light of the purpose of the State of Emergency declaration, it is necessary to respond strictly to the prefectural request in order to reduce contact among people further still. Therefore, from April 30 to May 6, we have decided to suspend or shorten the use of facilities during the requested period as follows.

Library: Open from usual time to 19:30

PC room: Open from 10: 00 to 19: 30

Study room: Open from 10:00 to 19:30

Based on this, all taxis for non-campus residents will be stopped.

[Important Notice] Implementation of distance learning classes following a request from the Governor of Niigata Prefecture for School Closure

Dear all IUJ students, faculty and staff members,

We have been implementing the spring term courses in-person (in class) or through distance learning, depending on the environment and choice of the instructors. On April 21, the Governor of Niigata prefecture made a request for suspension of use of facilities including universities (school closure) from April 22 to May 6. We are requested to suspend in class teaching (where a number of students gather in a same space), but are not requested to suspend distance learning classes.

Therefore, we have decided to conduct all classes via distance learning from April 27 (Monday) until the end of the spring term. We may change this decision if the situation improves.

To faculty members: If you need time to prepare for the distance learning, you may cancel upcoming classes and take enough time given that you can use the 2nd module for make-up classes.

During the period of school closure, the library can be used by avoiding the “Three Cs” (confirmed with the Niigata Prefectural Office). Also, the school closure request does not apply to staff members’ commuting and working on campus; however, we are introducing telework for staff in line with the request for reducing contact opportunities of people.

On April 16th, the Japanese Government declared a state of emergency over the novel coronavirus outbreak that now applies to all 47 prefectures in Japan (effective until May 6). Among them, the government has specified the following 13 prefectures as special vigilance prefectures that need focused measures against the spread of infection.

Hokkaido, Aichi, Kyoto, Ibaragi, Gifu, Ishikawa.

In view of the above, we have revised our policy as follows (previous policy was made on April 8):

【IMPORTANT NOTICE】IUJ response to COVID-19: On declaration of state of emergency

Dear all IUJ students, faculty and staff members,

On April 7th, the Japanese Government declared a state of emergency over the novel coronavirus outbreak that applies to Tokyo and the surrounding prefectures of Saitama, Chiba and Kanagawa, as well as Osaka and Hyogo prefectures in western Japan. The declaration is based on a revised version of a law enacted in response to the current pandemic and will last until May 6^th. Unlike other countries, the state of emergency does not mean a “lockdown.” And Niigata Prefecture is not in a specified area. Therefore, the current daily routine of students on campus and in the area will not be directly affected; therefore, please do not feel overly concerned about this announcement.

As you are aware, on April 3 IUJ made a strong request to everyone to refrain from traveling between the 10 prefectures and campuses, including all the areas covered by the declaration. With this declaration, the governors of these prefectures have issued self-restraint requests, on a legal basis, for the movement of people.

The governor of Niigata also has requested people in Niigata to strictly refrain from unnecessary and non-urgent travel to and from the specified areas, to reconsider the necessity of any plans you may have already made, and refrain from returning to Niigata from specified areas if you must go there. Likewise, when coming into Niigata for an unavoidable reason, people are asked to refrain from unnecessary outings and to stay in their homes for 2 weeks.

In light of the above, we will again request you to observe our policy to refrain from travel between campus and the 10 prefectures (the above 7 prefectures plus Hokkaido, Aichi Prefecture, Kyoto Prefecture as designated on April 3) as follows.

Until May 6, travel between Urasa campus and the 7 prefectures covered by the declaration is prohibited unless you have special extenuating circumstances.
The same applies to the three prefectures not covered by the declaration.

We would like to deeply appreciate your understanding and cooperation regarding measures to prevent the new coronavirus infection.

As IUJ issued some of the policies and measures to be effective until beginning of the spring term, we would like to inform you of our updated policies that will be effective for the time being as follows.

We would like you to read them carefully and help prevent any infections occurring on IUJ campus. Please act responsibly so as to protect not only yourself but also all others in the community.

Limitation of entry to IUJ by people in the community

General People in the community (except IUJ community members) are asked not to come on campus for everyone’s protection. People that must be on campus (such as vendors and contractors) will wear GUEST passes available at OGA.

Overseas travel

IUJ is prohibiting all overseas travel.

Domestic Travels and outings

Please refrain from unnecessary or non-urgent travels and outings.

We strongly request you to refrain from making trips to and from the following areas.

Dear students, faculty and staff, and all IUJ community members,

Regarding measures to prevent the spread of the new coronavirus infectious diseases, strict measures such as movement restrictions in Europe and rapid situational changes are continuing. As the spring break and the beginning of the spring term are approaching, we would like to inform you of the latest IUJ policy of COVID-19 preventive measures as follows. We would like all of you to help prevent any infections occurring on IUJ campus and the community.

We will make a new announcement in next week after reviewing the situation including the government’s new policy.

Spring term classes

Spring term classes will start on April 1 as scheduled. In conducting the classes, more information will be provided sometime next week..

About overseas travel

Starting March 18, IUJ is prohibiting all overseas travel because you have a risk that you will not be able to return from your destination if the situation overseas changes rapidly.

Domestic travel and outings

Travels to the following prefectures will be prohibited for the time being (March 18 onward), due to domestic outbreaks.

Hokkaido, Osaka, Hyogo (Kobe), Aichi (Nagoya)

Continue refraining from traveling to areas with a larger number of reported cases of infection

【IMPORTANT NOTICE】 Measures to prevent spread of the Novel Coronavirus-infected Pneumonia

As reporting in various media, the Novel Coronavirus-infected Pneumonia is expanding nationwide. IUJ requests you to take preventative measures to help stop the spread of the infection follows.

Please observe the basic measures to take against any infectious disease, including the novel coronavirus: handwashing and use of proper coughing manners including wearing a mask.

Washing hands and disinfecting with alcohol

Please frequently wash your hands properly with soap and use alcohol spray to ensure they are disinfected.

There are alcohol bottles for disinfection at IUJ main entrance and each building, so please be sure to disinfect before entering.

IUJ has prepared to offer you a “mask”. If you would like one, please note the following:

IUJ will offer as many courses as possible face-to-face (F2F) in order to provide quality education to those students who are on campus so that they can learn interactively both from the instructor and with each other.
IUJ will offer online courses for those who cannot enter Japan in time for the Fall 2020 term in order to provide them with equivalent learning opportunities.

Fall term classes

Dear all incoming students,

We understand that all you entering IUJ (International University of Japan) in September 2020 are very much concerned about how the fall term classes will be conducted under the influence of COVID-19. I would like to share this update with you at this time.

In the May 18^th announcement we noted that IUJ is preparing to offer fall term classes both online and in the classroom. I can now confirm that IUJ will definitely offer required courses online to our incoming students unable to reach campus by the start of fall classes (first week of October). In this way we will ensure you are able to start your IUJ academics on schedule. We will share the details with you by the end of July.

We will welcome you to our campus and accommodate your arrival and studies as travel to Japan for you becomes safe and possible. We look forward to the day when everyone can gather on campus and can learn from and with each other in the usual IUJ way where our classrooms are living textbooks.

Dear all prospective incoming students,

About the 2020 fall term classes

First, congratulations on being accepted into the International University of Japan (IUJ).

We believe you are concerned about whether or not you can come to Japan or start your study at IUJ in September, due to the influence of the COVID-19 pandemic.

I would like to assure you that IUJ will begin fall term classes as scheduled from September. In addition, we are preparing to offer fall term classes both online and in person. All IUJ faculty and staff members are working hard to provide you with classes online in the event you cannot physically travel to IUJ campus in September because you are not allowed to leave your country for Japan or your visa is not issued in time. We have already conducted most of the spring term classes online from April. We believe that IUJ can benefit from that experience to smoothly conduct online classes for all the courses in the fall term if needed.

Having said that, there is no other education better than the in-class experience, where people from all over the globe are gathering together and engaging each other in dynamic discussions. This, coupled with small class size, is a strength of IUJ. I am really hoping that we will realize such a class environment as soon as possible. Please rest assured that we will do our best to provide you with the best education whatever the situation is in the fall.

[Important Notice] About the summer vacation and the 2020 fall term classes

To all IUJ students

I hope that spring term is going as well for you as possible. I know it has been an adjustment.

Regarding the 2020 fall term classes, you may be worried whether the classes will be held as usual due to the influence of the COVID-19; please be assured that the classes will start from September as scheduled. In addition, we are preparing the classes both online and in person as in the spring term.

We believe you are also concerned about the situation for summer planning so I want to write to share the following.

During the summer vacation period, please refrain from going outside of Japan for field research overseas or any temporary return to countries which are categorized as Level 3 (recommended to stop travel) or Level 2 (refrain from unnecessary/non-urgent travel) announced by the Japanese government. https://www.anzen.mofa.go.jp/covid19/info0424.html

However, if you have to return to your home country temporarily due to family circumstances, etc., please notify the Office of Student Services (OSS) with the written consent of your academic supervisor and the Embassy. In that case, after re-entering Japan, please return to campus after a 2-week quarantine at a facility/accommodation that might be available at such places as near Narita airport.

Those who are receiving a scholarship must get the consent of your scholarship provider for temporary leaving Japan.

If you have a domestic internship opportunity, please refrain from moving outside Niigata Prefecture at this moment.

Please also be advised that the above arrangements will be revised if the Japanese or Niigata Prefectural government announce changes in their policies and measures against the COVID-19.
